The High Council usually tries to get as many mad scientists as they can working for them, to keep them out of trouble, but it doesn't always work out. This crazy doctor, obsessed with turning animals into people, failed every psych screening the Gods put him through. The Friends are trying to find a use for him, because he is able to create some dangerous technology, but he's too flat-out nuts to really be of much use to them, especially after he fell to Wasteland.
