He's clearly a Corrupt Corporate Executive, and a telephone call suggest he has ties to the mob. Naturally, he got his start from the Friends. He was an effective client, since he had a large part of the city under his thumb and plenty of people to do his bidding, though as the movie shows he's more than happy to get his hands dirty. But that all changed when he battled against Oliver and Dodger at the train bridge. Once the train crashed into his car, the Friends collected his soul.
